On 31 October 2012, at the assembly of HŽ Holding d.o.o., the Minister of Maritime Affairs, Transport and Infrastructure enacted the decision to approve the contract for incorporation of HŽ Holding into HŽ Infrastruktura, thus formalising the changes made to the HŽ Holding system, which had been the subject of a restructuring programme.
A new phase for the railways in Croatia has now begun; as of 1 November 2012 they are divided into three independent companies: HŽ Infrastruktura, HŽ Cargo and HŽ Putnički prijevoz (HŽ Passenger Transport).
The purpose of the restructuring programme is to adjust the railway system to the liberalised market by 1 July 2013, when Croatia is set to join the EU.
